1.What is meant by “transit”?

Any shipment (transportation) through Belgium of waste that does not originate from Belgium and will not be processed there either.

2.Are the following port situations regarded as transit?

A ship carrying waste enters territorial waters (territorial sea or inland waterways).        X
A ship carrying waste calls at a port without unloading or loading any waste, then leaves again for offloading elsewhere.      X  
A ship carrying waste calls at a port, possibly unloading and reloading the waste on the same ship, then leaves the port again with the waste for offloading elsewhere.      X  
A ship carrying waste calls at a port, where the waste is unloaded and reloaded onto a different ship bound for another port for offloading.      X  
A ship carrying waste calls at a port, where the waste is unloaded and reloaded onto a different carrier (e.g. lorry, train, etc.) bound for another country.      X  
     

3.When waste is transported, should it always be accompanied by a waste identification or cross-border shipment document?

Yes.

In the case of domestic shipments: an identification document determined by the Belgian Regions;

In the case of cross-border shipments: one of the documents required by Regulation (EC) No. 1013/2006.

  • Shipment is subject to the prior notification procedure: duly completed movement document Annex 1B
  • Shipment is not subject to the prior notification procedure: duly completed information document Annex VII
