The main one relates to the <strong>prevention and management of packaging waste<\/strong>, the other to the processing of <strong>notifications of waste shipments<\/strong> transiting Belgium.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #047dc2;\"><strong>1. Prevention and management of packaging waste<\/strong><\/span><\/p>\n<p>On 20 December 1994 the European Parliament published <strong>Directive 94\/62\/EC<\/strong>, which set out the obligation for <strong>all Member States<\/strong> of the European Union to provide a legal framework to <strong>harmonise the management and prevention of packaging waste within Europe<\/strong>.<\/p>\n<p>In <strong>Belgium<\/strong>, this <strong>legal framework<\/strong> is provided by the <a href=\"https:\/\/www.ivcie.be\/het-samenwerkingsakkoord\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Cooperation Agreement<\/strong><\/a>, a legal document stipulating how Belgium will implement the European Directive.<\/p>\n<p>The <strong>IRPC<\/strong> is responsible for ensuring proper compliance with the Cooperation Agreement.<\/p>\n<p><strong>The specific tasks of the IRPC include the following:<\/strong><\/p>\n<ol>\n<li>Monitoring whether companies (parties responsible for packaging, aka \u201cresponsible companies\u201d) and accredited compliance organisations are fulfilling their <a href=\"https:\/\/www.ivcie.be\/en\/obligations\/reporting-obligation\/\" target=\"_blank\" rel=\"noopener noreferrer\">reporting obligation<\/a> and <a href=\"https:\/\/www.ivcie.be\/en\/obligations\/take-back-obligation\/\" target=\"_blank\" rel=\"noopener noreferrer\">take-back (i.e. recycling and recovery) obligation<\/a>.<\/li>\n<li>Checking the way in which the responsible companies and accredited compliance organisations meet their statutory recycling and recovery targets (expressed as a percentage).<\/li>\n<li>Approving or rejecting <a href=\"https:\/\/www.ivcie.be\/en\/obligations\/prevention-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">prevention plans<\/a> of companies (responsible companies).<\/li>\n<li>Granting or refusing accreditation to the organisations responsible for the promotion, coordination and financing of selective collection, recycling and recovery of packaging waste.<\/li>\n<li>Assisting and advising the regional governments, for example by creating consultative forums, providing logistical support or proposing legislative amendments.<\/li>\n<li>Conducting or commissioning studies and research into the management and prevention of packaging waste.<\/li>\n<\/ol>\n<p><span style=\"color: #429638;\">\u2193<\/span><\/p>\n<p><a href=\"https:\/\/www.ivcie.be\/het-samenwerkingsakkoord\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>More about the Cooperation Agreement on the prevention and management of packaging waste.<\/u><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #047dc2;\"><strong>2. Waste transit<\/strong><\/span><\/p>\n<p>Following the sixth constitutional reform, the IRPC has also been the Belgian waste transit authority since 1 January 2015.
